As far as I know 18-20 don't exist. I think they have have been discovered to be fakes not written by Catullus.

The current numbering comes from a publication in the 18th century, which included a number of poems (18 to 2 which weren't his. They were removed, but the order remained.
As for the order, supposedly Catullus chose it...
